It appears to be a caricature of the then Prime Minister, William Ewart Gladstone (1809-1898). It probably dates to his 4th term in office between 1892 and 1894, by which time many felt that the 'Grand Old Man', as her was pupularly known, was too old to hold that office and had outstayed his welcome. The figure has strangely staring eyes, and is holding up its hands as if in panic. The face clearly depicts Gladstone's characteristic nose and set, down-turned mouth.
This piece is well cast with lots of detail to the face and clothing. It is in great condition.
